Martyn Bould MBE

Martyn Bould MBE - Chairman

Fellow of the Royal Institution of Chartered Surveyors (FRICS), MAPM, MCIArb

Martyn Bould has extensive experience in all aspects of development and construction advice as well as appraisals, claims consulting, quantity surveying, cost and risk control and management, the last fifty years within the Caribbean region.

Martyn is Chairman of Bould Consulting Limited, operating throughout the Caribbean, with responsibility for the delivery of key projects with practical expertise in Development Project Management of large, fast track mixed use developments; specialty being the analysis and management of risk in construction projects in the Caribbean and skilled in strategic problem solving of complex projects.

Martyn is President of several property development and holding companies having developed for his own account office buildings, luxury residential condominiums, houses, warehousing, shopping centres and sports clubs. He is an Arbitrator, Mediator and Expert Witness for and Lecturer on, Construction Claims both large and small throughout the Region.

Significant recent instructions include acting as Project Monitor for the US$ 3.4b Baha Mar Resort in Nassau, and Project Director on the Viceroy Casi Cielo resort in Bocas del Toro, Panama and the Four Seasons Tropicalia Resort in Miches, Dominican Republic, numerous rebuild projects following hurricanes Irma & Maria in the Eastern Caribbean.

Martyn was appointed a Member of the Most Excellent Order of the British Empire (MBE) by Her Majesty, Queen Elizabeth in 2012.

Martyn successfully summited Mt Kilimanjaro in August 2019 raising funds for the Red Cross and awareness of their hurricane preparedness programme.

Michell Vargas

Michell is a Civil Engineer by trade with a Masters in International Business Adminstration and over 20 years experience in project management and contract supervision of large capital investment. He is project-focused on total client satisfaction.

Multicultural and global business focused, Michell has worked along several Caribbean Islands and has thorough knowledge on management and execution of hospitality, residential, commercial and collateral infrastructure and heavy civil construction. Michell runs day to day operations of both our Dominican Republic and British Virgin Islands offices.

Micky Ackley-Webster

Micky Ackley-Webster - Senior Surveyor

US, Florida Certified Residential Real Estate Appraiser, Member of the Royal Institution of Chartered Surveyors (MRICS) and RICS Registered Valuer

June Marie ‘Micky” Ackley-Webster, holds a current US Florida Certified Residential Real Estate Appraiser License RD7826 with original Certification in Chicago, Illinois since 1998.  Micky’s valuation career began in 1989 in the US prior to industry regulation and licensing.  After 22 years active practice in Chicago, Illinois Micky moved to Orlando, Florida in 2011, where her Certification was mutually recognized by the State of Florida and where she continued appraisal practice until 2017 when she and her husband Douglas moved to Grand Cayman.

Micky brings with her over 30 years of experience in the valuation of all types of residential properties to include raw land and proposed new construction projects.  In addition to valuation practices, she also specializes in current and forensic residential reviews, consultancy, landlord/tenant property management relations and expert witness testimony involvement in various litigious cases concerning real property.  Micky’s clients included many major US and Canadian financial entities.

During her time on island, Micky has been recognized as a driftwood artist and is a member of the Visual Art Society with art pieces in several local shops.  Additionally, Micky is a LIFE (Literacy Is For Everyone) paired reading tutor volunteer at Red Bay Primary School, a supplemental reading program for primary age children.

Spencer Turner

Spencer Turner - Valuation Surveyor

Member of the Royal Institution of Chartered Surveyors (MRICS) and RICS Registered Valuer

Spencer joined Bould in spring 2021, after working as a Valuation Officer for Cayman Islands Government for over 5 years.

Spencer also lectures 3 different levels of Real Estate courses at UCCI and is pleased to be able to continue to contribute to UCCI whilst at Bould.

He has both public and private sector experience in the UK, and specialises in Asset Valuations, and statutory compensation—particularly land compensation for Highways.

He has handled CPO claims for both public sector and affected parties, with experience of Inquiries and Tribunals—and can proudly claim 100% success in all tribunal cases.

He also has experience in Social Housing valuations, to include Beacons Valuations of public sector stock, as well as Right to Buy valuations.

He also has experience of Insurance valuations and claims, and valuations for secured finance, for both commercial and residential properties.

Alan Veeran

Alan Veeran - Project Manager and Cost Engineer

Alan Veeran has over 35 years’ experience in the Civil Engineering and Building Industry, working in the United Kingdom and Caribbean Regions, dealing mainly in project management, cost control, estimating and quantity surveying.

He is currently Managing Director of Smart Construction Management Limited, a Construction Management Company that works closely with alliance partners and offers a full range of construction expertise.

Robert John Bould

Rob is former CEO of Bilfinger GVA, one of the largest international property agents and advisory firms and an Executive Vice President of Bilfinger Real Estate Gmbh. He now runs his own consultancy business with various senior advisory and NED roles including Fiera Real Estate Long Income Fund, IPSX Group Ltd, BHT Energy Ltd and is Chairman of the property data business Coyote Group Ltd and LandAid Charitable Trust Ltd , the property industry charity.

He is past chairman and life member of the Investment Property Forum and also Past Master Surveyor of the Surveyors Livery Company.

Outside the office, Rob has a passion for motorbikes, likes skiing, eating and reading.


RICHARD HELDREICH - Compulsory Purchase Expert

Bachelor of Science (Hons) and Royal Institute of Chartered Surveyors (RICS) – Fellow

Richard serves as compulsory purchase expert to Bould Consulting Limited and is also the Senior Partner of CPO Solutions. He set up the business in June 2006 to provide consultancy services to a wide range of clients. Typically, these clients require advice on a broad spectrum of compulsory purchase, compulsory acquisition and compensation issues.

Additionally, Richard has provided advice to clients who have complex land assembly and ransom issues.

Gerald Katz

Gerald Katz - Construction Attorney

Over 43 years' experience in drafting and negotiating construction contracts and resolving construction disputes through litigation and arbitration for construction industry clients located throughout the United States and in Bermuda and the Caribbean.

Speaks frequently to owners, contractors, speciality subcontractors, public building officials, suppliers, design professionals, insurers, and sureties on such topics as design-build procurement, construction risk management, negotiating construction contracts, construction claims and claims prevention, design liability, and construction insurance issues.

Bernadine Murrain

Bernadine has worked in office management for over 15 years and provides daily supervision and assistance to the administrative and professional staff and manages the company's HR and financial management procedures.

Before moving to the Cayman Islands Bernadine worked in London for Shell International as their Office and Events Manager.
