Largest single phase construction project with the lender in China, using predominately Chinese labour and subcontractors to carry out the works with very little Caribbean construction experience. In November of 2009 Bould Consulting Limited through its global partner were requested by the Export / Import Bank of China through their Beijing office to provide a proposal for verifying the project budget, focusing on resources to control or contain project costs and to act as Project Monitor to monitor the project’s progress and assess the construction payments. Bould Consulting Limited assembled a highly qualified team including quantity surveyor’s, construction attorneys, programmers and corporate strategists and in June 2010 presented their Initial Audit Report, with a planned construction period of 54 months.
